Does it... a) refer to a surface that has been lightly speckled or dusted with colour, as if “decked” with tiny particle, b) refer to edges of paper that are cut by hand, or c) refer to decorating something with small, irregular embellishments - like adding uneven ribbon edges to a gift or trimming?!
